Changes to the WEEE regulations and guidance for AATFs and AEs

Under the conditions of The WEEE Regulations all WEEE Approved Authorised Treatment Facilities, (AATF) operators and Approved Exporters, (AEs) who issue more than 400 tonnes of evidence must provided the Environmental Agency with a certified report.  The report is required from an independent auditor demonstrating that  the amount of evidence issued in a compliance year is consistent with the amount of WEEE received or exported for treatment, recovery or re-use.

The requirements have now shifted the responsibility of proving proof that the statutory recovery and recycling targets are being achieved to the AATF / AE.  For many operations receiving mixed WEEE categories the expected mass balance approach advocated by the Environmental Agency is not practical.  Our clients have opted to sample WEEE as and when possible to a sample plan agreed with the EA.  This is a more pragmatic approach and offers an agreed solution to annual evidencing of the efficiency of recovery and recycling rates.
